Reporting directly to the General Manager, Engineering & Public Works, this role provides strategic leadership to over 350 staff within the Public Works Administration, Sewerage & Drainage, Water Services, Fleet & Environmental Programs and Roads & Construction departments. These departments are integral to the community, requiring an exceptional level of oversight to optimize planning and effective delivery of municipal services.

This position ensures all administrative and operational policies and procedures, and collective agreements are applied consistently by all departmental managers. With a focus on superior customer service, the successful incumbent will be a driven professional who is an excellent communicator, an adaptive leader, and someone who thrives on innovation to develop creative solutions to complex problems.

Education & Experience

You possess 10+ years’ experience in public works operations; or, you possess a Civil Engineering (or related) degree and comparable private industry experience in a civic works labour union environment.

Knowledge, Skills & Abilities

You are proficient in developing departmental work plans consistent with corporate strategic direction to achieve measurable results. You have experience with developing/monitoring long-term budgets strategies, labour/management committees and conflict resolutions, and participating in collective agreement bargaining. You are able to prepare and present reports to Senior Management, Council and Mayor on contentious, high profile and community-based issues and programs as directed, and are able to adapt and lead change using superior interpersonal skills and excellent communication skills.

Licences, Certificates & Registrations 

You possess a valid Class 5 Driver's Licence for the Province of British Columbia. 


You are able to effectively manage the needs of colleagues, residents, and other internal and external stakeholders of the department and organization, keeping client interests top of mind. You treat all individuals with respect, and resolve challenges in a courteous and timely manner, providing constructive feedback to colleagues/employees.


You communicate with purpose, presenting information with clarity, both written and verbally. You have the ability to effectively respond to both positive and negative situations, presenting the organization in a professional manner, while remaining committed to our core values.


You lead by example, setting clear goals and supporting the collective contribution. Through implementation of strategic plans in pursuit of organizational goals, you demonstrate an understanding of the roles and responsibilities of all parties on your team.


You possess vital relationship and interpersonal skills, and are able to establish partnerships with internal and external stakeholders. You approach challenges with a collaborative mindset, supporting the development of colleagues/employees through shared goals and initiatives.
